Julie Stutz will replace Judith Warner, Aiken County’s Mesne Transport Registrar, who is retiring at the end of the year.
Mr. Stutz, who was appointed by South Carolina Governor Henry McMaster, will have a separate title and registration of deeds and will serve the remainder of Mr. Warner’s term.
Mr. Stutz currently serves as a vice president at Warner.
Warner told the Aiken Standard on Dec. 12 that he wrote a letter to McMaster asking him to appoint Stutz.
Documents formalizing McMaster’s selection as a stat player were filed Thursday with South Carolina Secretary of State Mark Hammond’s office.
Warner has held the elected position of Mesne Transport Registrar for 27 years.
She was most recently re-elected to a four-year term in November 2020.
Explaining why he decided to retire, Warner said, “I thought it was time for me to have some free time, but it was also time for someone to step forward.”
She praised the staff’s expertise and described Mr. Stutz as a “great assistant.”
In the 1970s, Warner helped organize the Aiken County Republican Party and served as District 1 representative on the Aiken County Legislature in the 1990s.
She has also held other roles at the state and local level and been active in various professional organizations.
Mr. Warner is the widow of former Aiken County Council President Carol H. Warner.
As of January 2018, the position Mr. Warner held has become known as the Registrar of Deeds, as a result of an action by the South Carolina General Assembly. However, those who were in office at the time of the change were authorized to maintain the Mesne Transfer Rights Register during their tenure.
Warner is the only remaining Mesneh Transportation Registry in the Palmetto State.
This position is also known as the Registrar of Mesne Conveyancing, Mesne Conveyancing Registrar, and RMC.
